This is due to the cantilever construction: the mounting rings extend forward, giving you a better eye position. Which screw to tighten when is indicated by the numbered marking on the mount — so you tighten everything in the correct order. If you want to align the scope exactly with the mount, use the slot between the rings together with a shim.
